The plan is updated. The dashboard is green. Every workstream is busy. Yet teams are progressing on assumptions because a sponsor decision, architecture choice, funding trade-off or operating-model question is still open.

A late decision does not pause the program. It forces the program to move forward with hidden assumptions.

How decision debt becomes delivery debt

An unresolved decision creates local interpretations. Local interpretations create inconsistent commitments. Dependencies then move on different assumptions, and the apparent progress eventually returns as rework, escalation or a milestone that suddenly turns red.

Five rules for decision-ready governance

A decision log is useful only when it creates action. Every material decision should be framed through five rules:

Name the decision, not only the issue.

Assign one accountable decision owner.

Define the minimum evidence required.

Set a decision date and expose the cost of waiting.

Record what changes once the decision is made.

Move reporting out of the decision room

Steering time is expensive. Status can be consumed before the meeting. The meeting should focus on choices, trade-offs, interventions and the consequences of waiting. A good program leader arrives with the decision framed, the evidence compressed and the recommendation explicit.

Measure what governance is meant to improve

Schedule and budget remain necessary, but they are lagging indicators. Add decision latency, overdue decision value, dependency resolution time and the percentage of actions closed with verified outcomes. These measures reveal whether governance is accelerating execution or merely documenting it.
